This hearing was called by Councilman Daniel Savage to examine the possible need for a substantial increase in probation and parole officers within Philadelphia's Probation and Parole Department (APPD). Professor Sherman noted that with the use of a Penn-produced statistical model that predicts probationers' risks of committing homicide, the APPD now has the ability to make a significant contribution to crime reduction in Philadelphia. The council also heard testimony from District Attorney Lynne Abraham, Chief Probation and Parole Officer Robert Malvestuto and others. |
